As people above me said, preload is usually launched up to 48h before release, plenty of time to download the game even with low internet speed.
It's actually not easy to decrypt the preload and they often also don't include the exe as an extra precaution, but yes, in the right circumstances and with enough time an early preload on Steam would be disastrous.
I mean, let's forget that console versions always leak out ~2 weeks before release, but whatever.
Overall I see no reason for preload so damn long before release. I struggled with slow internet in the past and 2-3 days preload window is more than enough if you want to play Day 1.

I don't know weather this site is reliable but apparently its 12:00 am edt/9:00 pm pdt.
Weather its supposed be 9:00 pm pdt on 3/19 or 9:00 pdt 3/20, I have no clue. But it seems like the latter since it already past 12:00 am edt. So its either next night or no preload at all idk
