You will run fine, though I don't understand why you talk of tuning settings down and enabling resource hog RT in the same sentence. RT is a big fail overall that consume huge amounts of GPU resources while delivering questionable results.

The most important part for me is for the game to run stable at about 60 FPS 1440p with the settings High/Ultra
yes you will be able to, since the ps5 is equivalent to a 1070 and 9700K,
your system goes 1440p and DLSS on high settings with 60+ fps all time
The best game for RT atm is by far Cyberpunk IMO. Other than that.. I don't really see much improvements in many games.
I think the PS5 got simething in the range of an AMD 6700 non XT.

The 1070 cannot keep up with the 6700 XT for sure as shown here.
try gamers nexus video which also looks in detail to the quality level of the game presented. they say it is a mid/high end pc from 2017.
I have an 1070 in a drawer and know the performance of that card quite well. This is an open world game that will be very memory intensive if you ask me.
1070 GDDR5:
8 Gbps 256.3 GB/s
6700 GDDR6:
16 Gbps 320.0 GB/s
PS5:
14 Gbps 16GB GDDR6 448.0 GB/s
That is quite a gap between these cards on memory alone. I can continue this conversation after game is out.
And don't forget that the PS5 can use up to 16 GB of VRAM.
This makes me scratch my head…
