which is all you need basically since framegen that is in dlss 3 is increasing input lag so much that it makes no sense to use it.
- DLSS 3.5 contains Super Resolution & DLAA, Frame Generation and Ray Reconstruction.
- DLSS 3.5 is for all DLSS capable GPUs. DLSS capable GPUs are 20XX, 30XX and 40XX.
- DLSS 3.5 Super Resolution (Upscaling) works on all DLSS capable GPUs but Frame Generation is exclusive for 40XX.
That means you can use DLSS 3.5 Super Resolution with your 2070 but you cannot use Frame Generation.

If you are you referring to dlssg-to-fsr3 that swaps DLSS with FSR3 frame generation and not native DLSS3; it's still a nice workaround for owners of RTX 20xx and 30xx cards, but in no way as good as DLSS3.
More to the point of OP, I confirm everything this user wrote:
DLSS3.5 was released in September 2023, while DD2 was already in development and probably final stages of development, maybe they will give it to us if we moan enough.
If you trust frogs too much on the internet you will be misinformed.
