What nonsense is this!
So the main quest sends me to Harve Village and ultimately I eventually get the quest 'Scaly Invaders'. I do the first bit then continue on my merry way. Eventually I do all the main quests up to the point of gaining access to Battahl so naturally I finish up all my quests in Vermund, including 'Scaly Invaders'.To my surprise it ends up with the two people I was helping getting banished, so I hit up Google to find a solution to this injustice. To my surprise I discover that the only way to get a good ending here is by doing a completely different quest first which isn't unlocked until much later!

WTF

So I am punished for playing the game as it told me to and for not researching the quest beforehand? Things like this really just make me not want to bother with the quests if they're intentionally designed to troll you into ♥♥♥♥♥♥♥ up. Yes, I understand you can remedy this in NG+ but let's be honest, very few people do NG+, especially in a 30+ hour game that offers no change beyond an ending to a story very few like. I know once I finish DD2 I won't be playing NG+ because I have a dozen other games I can play that will offer a fresh experience

It's just an early game side quest that has no impact on the main story. I haven't seen any references to the ending either way, nor should it. Maybe something else has prevented a good ending. If there are untimely deaths they can be revived in Ventworth.

No, basically for the good ending Ulrika needs to move to Harve beforehand otherwise they get banished and live in the slums

I'm not even sure how you could even break what ever the so called good ending is, what is that the romance/villager relocation? There are plenty of warnings via quest log and/or from Pawns, you missed them. Harve Village area is also part of the main quest chain and you'll return there even after you make it to Battahl.

I broke it because I finished the quest before Ulrika moves there which apparently happens in a quest much later

all you had to do was leave to a campsite (not the one outside harve) and wait for the next day, but you went all the way to battahl with the main quest? these games are known to end certain quests after certain main quest checkpoints, also sven box quest ends if you dont finish it before the coronation, along with other brandt quests that you didnt finish, just to give a few other examples

No, I did the opposite

I finished the quest before entering Battahl because like every other ARPG I finish every quest in a zone before entering another, so I do the main story till it tells me to enter into a new zone and then finish up every side quest in the current zone beforehand

I never received a quest about Ulrika moving to Harve before this, when does that quest pop because people told me after Battahl

ulrika quest is Readvent of Calamity, and you have to finish it after finishing scaly invaders or it fails if you do the coronation and you dont finish Readvent of Calamity, so you didnt pay attention. i forgot the name of the next quest but it starts at melve being taken over by vernworth military. to be clear, Readvent of Calamity is the dragon at melve quest (in which you can unlock mystic spearhand and even get an end game weapon if you kill the drake)

Who got banished from where now?

I know Ulrika gets banished from Melve and then a quest or so later you evacuate everyone from Melve and they all go to Harve and never return, which is kinda stupid since Melve is a far nicer place. I'm guessing it was because Melve is swallowed up by the brine-cloud in the Unmoored World.
I don't think anyone else explicitly gets banished from Melve though, and I've not seen anyone get banished from Harve because I did all the quests I was asked to do there. Y'know, because the NPCs explicitly asked me to check in on them periodically. They wouldn't do that if there weren't quests.

Just Googled

After completing a few of Captain Brant's quests in Vernworth, you can use the side quest Oxcart Courier to reestablish the daily oxcart trips between Vernworth and Melve. When you return to Melve, it will be under attack by a dragon. Attack the bubbles on its body to inflict enough damage to scare it off. Lennart will ask you to return to check on the village after a few days of rebuilding, adding the quest to your quest log.

I did this quest and there was no attack haqening

so you never went to melve, even tho brandt tells you to check en melve? the trigger for the ulrika quest is to finish one of brandt quests and go to melve, but its too late now

Just so you know the wiki is wrong about how to start Readvent of Calamity. In order to start it all you need to do is complete one of Brandt's quests and head back to Melve.

means you didnt finish a brant quest before going to melve, just check your completed quests list, and see if it shows as failed there

OH! I got it. You did the Harve quests before Ulrika moved there, right?
I know that Brant mentions in dialogue that you should go back to Melve, but he doesn't explicitly give a quest to do so, which is probably a poor choice by the devs. But once you've been there and dealt with the Lesser Dragon, you get the "check back soon" treatment in Melve to advance the quest there so Ulrika (and eventually the rest of the village) will move to Harve.
THEN Ulrika interferes with the Harve Saurian questline. But presumably if you were grinding out Harve's quests before ever going to Melve, you could get the result you did get... I assume.

Well, it is hardly a big deal. Those two characters are literally never relevant to anything ever again. Doing quests imperfectly is just part of the intended experience.
