2. You have exactly zero mods active because if you did there would only be smearing from AA and two your game wouldn't start because quality water broke after the second patch and was never fixed. "Installed" does not mean active.
Even with AA disable you can still see some ghosting especially around the legs, but it's not as visible.
Seems like the issue was being made worst by the Quality RayTracing as after disabling it it's not as visible with the trade off of the Ray tracing looking worst in general.
Like Shift said, no matter what, it's a trade off.
You were never running it to begin with, because the smearing would be gone completely if you're not upscaling. As I stated, if Water was enabled your game wouldn't even run, because it no longer works at all and crashes the game.
I was trying to get Shadowplay to record it but it seam I have another issue with that.
let's ignore the water mod, I removed everything to do with it as it's not working.
The Quality Raytracing does make a difference.
