If you play vocation without slash damage, you can tackle a stumbling enemy and your fighter or thief will usually sever the tail because it’s s weak spot.
However you do any sort of damage to the saurian before attacking the tail, then it's as you say rare!
However that aside, the tails are only useful for making one of the strongest healing items which you barely even need if you run around with a mage anyway and even less so once you out-levelled many of the game bosses. And as your pawn acquired more and more badges, they become more efficient at killing the appropriate boss that you end up selling your excess healing items anyway!
So frankly I wouldn't even worry about it
