Home Is Where The Hearth Is Encounter (Spoilers?)

I've progressed this quest up to the point where Ulrika wants to meet at night, so Melve is a ghost town. Upon a revisit, I found Martin (the weasely noble who runs off Ulrika in the first place) and some soldiers standing outside of Ulrika's old place looking to have a scuffle. After defeating them, they all scurried away.

Has anyone else experienced this and managed to find Martin afterward? No other characters seem to have anything to say on the matter and I kinda want to introduce him to a dragon.

That said, I imagine I might find some progress if I do Feast of Deception.
