In saying that, it's a must for my warrior pawn. The AI uses it quite effectively.
So unless you are into that, you are better off with other skill.
I'm sure you could master the counterattack timing, but it's awkward and leaves you open to being attacked for a second or so after it goes off. The damage is good enough if you want to go that route, though. Even if the charged attacks will do more damage, Tidal Wrath is still perfectly usable if you prefer that sort of playstyle.
