So, I beat all the guards, but they don't die. All I get is the revive option. How can I kill them??

but also check there is a mage gaurd that runs a little ways away. if its not completing the quest check around for him

lol if your option is to revive them then obviously you killed them. I imagine your question is how to LOOT them? since you say the only option is to revive it seems you're confused as to why you can't loot them instead. If that was your actual question, then the answer is you can't loot NPCs just enemies.

As for what that has to do with the Phantom Ox Cart quest since that's your title? You were supposed to meet the Phantom Ox Cart naked with no weapons. Let it take you to where it's going to take you. When it stops because of monsters you fight those monsters with your fists only. Then when you get to the checkpoint, and the guards hit you, just don't retaliate, and when they finally find out you're arisen, THEN you equip your gear and kill them. After you kill ALL of the guards who attack you, you're supposed to return to the captain and complete the quest.

you must of missed one.
As this happened to me as one guy didn't attack me but kept moving away from me in battle stance. So i killed him and then you get the required item automatically and then you can head back
