You can get two copies in a single playthrough

1: Is given to you by Waldher with either Spellbound or The Sorcerers Appraisal active
2: You can steal one from a wandering merchant named Elsa using pilfer/plunder who can be found near Battahl Ropeway Station Two, if she isn't there check the Battahl Morgue for her coffin.

You can also steal a copy of Howling Blizzard from Waldher
