To make it a bit more difficult though some npcs like to bug out and not offer the tome.
In your case I would carefully make sure they are blushing hard and inn sleep a day away from Sacred Arbor then return and see if that helps. You can also save and quit and come back to the game after being away a while and then talk to all three options I listed after making them all blush hard.
I would give innkeeper bunch of flowers.... go to nearby bench and sit 4 times to reset to next day... 3 times and she gave me the tome when I left her dialogue to walk away.....
also got an extra tome from the vendor that sells weapons... I gave her flowers too.... she didnt give it at first.... but one time there was an attack near her where she walked up to me afterwards and gave me another tome for elvish language...
In any case I had to resort to running back to my house every time I gifted a pool of npcs instead of the free option because it was costing more crystals if I didn't. It could also be that when I travel far enough of away from the npcs they "unload" from the game world and it speeds up their adjusted affinity settings. This is all just guesswork at this time.
edit: the comment on them responding after an attack is useful knowledge thank you. I am guessing it kickstarts their AI for whatever bug they are having.
