Out of hundreds of visits to Volcanic Island, I've seen a double-drake spawn only 2 other times, but always separate encounters and never attacking at the same time.
This time I was walking the trail on the West side of the VI cliffs going North towards the water and I see a drake on the opposite side at the bridge, just South of the Riftstone of Perseverance. I shoot spiral arrows to get him to attack us on the West side, and immediately I notice a 2nd drake just North of the riftstone flying behind the first to join in the fray.
Between 2 drakes flopping down on top of you, spitting out fire, and casting magic to daze the team, it was quite the epic battle. One drake was gone before I thought to take a screenshot, as I was so busy trying to get in some good hits between catching on fire, being knocked to the ground and getting stunned. I was running a team of all warriors with myself as an archer. Should have brought a Mystic Spearhand or a Warfarer for a good dosing of Mirour Shelde.
I saw some video material from the same encounter from a player which played on PS5 and was rather high I think 200+. So I guess you are right here. It would be nice if such a scenario would happen a little more in a vanilla game but at least it is possible.
