DD2 Region-locked in Kuwait and Russia?? Why?

I can't access its store page or DLC page, and checking SteamDB it says no prices since April 8. What happened?? Why's it gone from the Steam store in Kuwait? Luckily I was able to preorder and buy the game before then. But suddenly it's not available?? Did some political nonsense happen between Kuwait and Japan? I can't imagine what content is in this game that they it would be locked. Seriously, what's going on?

Kuwait has banned it (same for the UAE which later lifted their ban) - I don't think the reason was made public (I'm assuming because a certain NPC is topless / same-sex romancing or the cats being somewhat middle-eastern based?) Like Australia, they can 'ban' something simply by refusing to classify it.

Meanwhile Stellar Blade is age-classified... in Saudi Arabia and DD2 got an 18+ rating there as well.

Russia I assume is due to sanctions (you can't pay via Steam?)

Makes NO sense. Kuwait has never been region-locked out of ANY SINGLE GAME in the Steam store or PSN. I mean there are FAR WORSE games available in our countries will kinds of nudity and filth. Witcher 3, GTAV, God of War, etc. The list doesn't end because not a single game has ever seen a ban, especially digitally. And this game was available up until April 8. Then gone. I feel like this has to be a much bigger issue. Something political? Like what happened here??

Who created a character look alike 'Mishal Al-Ahmad Al-Jaber Al-Sabah'? Is this why Kuwait decided to block this game?

But Kuwait can't decide to block a game digitally. They don't have power to access Steam, PSN, Xbox store and such to ban a game in the digital media. That's never ever happened before. It's the company's decision to not sell to a country through digitally. So why did Capcom make this decision? Do they have a problem with Kuwait for some reason?

It's a political matter, it will be hard to answer. Because this game's character creator is awesome. Mishal Al-Ahmad Al-Jaber Al-Sabah, Putin, Xi Jinping, they can be Pawn, Arisen.

Better would be if the save deletes itself for using the wrong name in character creation. Just like playing hardcore and failing to survive.
