That's definitely how it seems. Plus it seems like the game's improvement and refinement just aren't a priority for capcom.
Every tiny, tiny little patch is released with a messaging tone of "well, aren't you grateful we did ANYTHING at all post launch?"

A few slowdowns here and there but rarely if at all in combat... Only when I hire a pawn does everything go to crap EVERYSINGLE timr, and I have to completly exit out the game & reload or maybe rest at Inn a couple of times.
Runs good enough for me with the quality of the environments & meshes... All the casuals don't understand and soo cry optimized. Sort ya rig out.
Low CAS memory will help alot with the 1% lows

This one is a frame generation mod. Uses ai to figure out what the game should reasonably look like between two frames and generates a new frame to fit between them. Massively boosts FPS but there is a huge problem with the HUD flickering and tearing when you use it, which is extremely distracting. The other mods that are floating around enable DLSS 3 which is only useable on 4000 series nvidia cards but apparently massivly improve FPS as well.
