For me, I gave the bond to Ulrika yet my beloved was that one blacksmith girl since I had given her 2 wyrm crystals to get affinity for the discount since I was using her a lot. So the dragon had that girl instead of Ulrika. On the plus side, you can "buyback" the bond from the forgery guy for like 200k gold.
So it seems your "beloved" works the same way as it did in the first game... whoever has the highest affinity and, in the event of multiple max affinities, it is whoever gained affinity last.
That isn't entirely accurate because your beloved is actually the last person you spoke to when you're about to turn in The Guardian Gigantus, the same thing happens when your about to end your playthrough and move onto NG+.
To make sure you get a specific NPC is your beloved talk to them before completing both of these events and avoid every other NPC.
The former
This game's affinity system is slightly different and it does seem like they are all tied for the top rank. And just talking to someone is basically one point, though if they are all at max, then that one you talk to is the most recent to hit max affinity again.
So as said, the most likely way to be sure is to figure out which person hit max affinity most recently, or the one that gained a point most recently before the important moment of choosing.
In other words it's no different from the first game, which is why you should always make sure to speak with your beloved before finishing the game.
You might have replied to the wrong comment because that has nothing to do with what I wrote. In the first game there wasn't two cut-off points. Whoever the dragon took was locked in and moved into your house.
The Arisen's Bond didn't guarantee who'd be your beloved, although it did let you know the Dragon grabbed the right person because it dropped the ring.
The beloved the dragon took might have moved into your house, but it doesn't automatically mean they will be the one who meets you pawn after they wash up on the beach and you can end up with a different npc being your postgame beloved if you spoke to another max affinity npc before handing over the wakestones.
