When Wills Collide Quest Confusion

I've done this quest twice now, and twice did I not get Phasus to come out and witness the fight between Talos and the Brine Dragons. This is frustrating because I heard of some special "4th wall breaking" dialogue between him and the Pathfinder that I really wanted to hear. What am I missing here to trigger this encounter to happen? Do I need to do this quest before evacuating Bakbattahl to get Phasus to show up or is this just some sort of bug I'm experiencing where this dialogue doesn't trigger for me?
