However post-evac, once they are in Seafloor Shrine, the NPCs need to actually be standing in the smithing store/area for them to offer their services. Some of them hang out there normally, but the dwarven smith with the bad back, for instance, spawns far away and you'll have to carry him halfway across the shrine, back to the smithing area, to use him.
I think Sara is naturally in the correct spot, but she goes on long walks back to your house in Bakbattahl sometimes (at least she does for me, probably due to falling in love w/ my Arisen lol). I followed her and had to defend her against all the enemies on the way. Made me wonder if she'd have died had I not come along.
