thanks. yes this can be i think they apeard after i was there.
Those marks on your map represent the other NPCs in the game that were previously Arisen, but failed in the quest to kill the dragon.
The Dragonforged, The Rivage Elder, Sigurd, Lux, Ser Lamond, etc. They were all Arisen before you. A couple of them ARE skill masters, but not all of them are.
It's a meister marker.
There's a reason Cliodhna and Gautstafr live all the way out on Agamen and don't want to be near most of civilisation. Especially during the Consul reign in Vermund. Former Arisen aren't exactly favoured.
