Haven't had any problems in NG+ with mage using levitate to help me get high chests when they offer, I just push Go and wait around for the *ding* of new items.
Very odd that it is working for you did you purchase levitate before entering NG+?
Yes. Also have hired other people's pawns that also are using it fine.
But eventually went back to normal again and never ever levitated the entire second half of the game unless I ordered them to. So it won't be NG+ related.
Either CAPCOM tuned it somehow, or more likely they are either observing/learning, or reacting to the rest of party or something. Maybe they won't levitate if you hold aggro off them or something.
Only a few times while exploring when they offer to get up to chests and such.
Meanwhile the mage i hired is floating around every time my mage/sorcerer says that line.
Might have happened around the time i changed inclination to simple from calm around the time i started NG+

I have triple triple checked that and even clicked the skill multiple times even though it cannot be interacted with because it is already bought.
It is even visible as active in character sheet.
Going to bed now.
She will remain on simple since i prefer that inclination and wait for a patch.
(i assume she was not using levitate at all on your game either)
