Lantern bugged
I can no longer turn on any lanterns in my party.

Different party members had different levels of oil left but have since all been filled, but it doesn't help. Turning the lantern on via shortcut or inventory menu will both execute the animation, but the lantern won't light up.

Any clue what's going on and how one would go about fixing this? Tried restarting and starting from a previous save won't do.

This might be it. Rain never before prevented it, but this is indeed quite the rainstorm.

If you're in the area I think you are, there is a different kind of rain which is essentially a downpour. When it's like that the lantern won't work.

Is there heavy rain in the area/are you standing in water? It won't work when soaked.

Were you recently submerged in water or something similar? Some things, like water dousing the lantern, temporarily disable the lantern.

Otherwise I have no idea.

This might be it. Rain never before prevented it, but this is indeed quite the rainstorm.

Dullahans also sometimes turn off your lantern till you deal with them

Ah yes, never thought of that. Just so you are aware, that particular rainstorm is permanent.
