how is this triggered ?
after hgos initial arrest - i know about the following option:
talk to guard and give him coin to release him
walk around the city and get approached by guards telling you there was another arrest and maybe you can talk to them
i talked to hugo - gave the guard some coin and talked to the other prisoner
but i never managed to trigger any of the above
hugo just stands in his cell " something something thats why i did what i did something something "
second time it was not bugged and i talked to the second snake in the gaol which triggered him to come to the door and finished his quest the proper way.

there are things out in the world that trigger the captures. people thinking it's bugged because they paid off the jailer but hugo does nothing and jailer never updates are just impatient/not finding the trigger.
There are THREE total people in jail besides hugo you can interact with, and they all tie to other quests/questlines, until the 3rd is interacted with it won't forward. and you should have the brothel stuff finished, not tell him about his parents, and you can have him go work at brothel.
i think all this adds up to is additional photos in the ending, of all the "things you did." so it really doesn't matter
not a bug, it's just a timed event that triggers from things you didn't do. The guards don't randomly capture prisoners.
and to be aware the scond time around i did absolutely nothing of difference, save be able to pay the guard 5k after 3 days of resting and release him.
yes, i haven't paid attention but he gives you his old thief stuff which may be unique to the questline... white covering and some daggers i think?
The trigger is likely clearing everything in ancient battleground. The gang moved their new HQ there. There is a locked door that you can only open from the other side which requires going all the way around to sphinx and hopping on the cliffs. (essentially the back door way to sphinx through misty marsh). there are a lot of bandits around that area and up in the mountains.
some people claimed it literally put a quest / marker there but I never saw that, just the dialog.
after i exhaustively cleared that area and had done every quest in the game besides forwarding story, it finally triggered. I had that quest to "offer hugo guidance" in my log for easily most of my playthrough and it only forwarded dozens of weeks/levels later, including thwarting the assassinations against the leader there.
ok, "you did all the exact things and it's different" guess there's no arguing that. you discovered a bug where the code of the game becomes alive and in two exact datastates it disallows you from doing something because it feels like it.
reality: you had different quest states / different NPC states and it was blocking progression the first time. it only forwarded for me when i had ancient battleground clear and multiple bandit assassinations finished with max affinity for the person who "approves the release" weird coincidence i guess!

That was the only quest I did not do in the game because Hugo was so annoying lol. I find it really annoying when a game tires to make you feel bad for a character that literally robbed and murdered many many people. They are always pushing this "grey area" garbage, sorry but just because Hugo defends the children, does not mean all of his robbing and killing should be sweeped under a rug.
This character is a prime example of modern generic writing, of always wanting you to feel bad for the bad guy.
you just said that you did the same things, but sure no relation at all. i mean obviously if lanzo is there that's the trigger to forward the quest.
