In my first playthrough, I forgot what I did but Wilhemina told me about it.
Where is she when you already did all quests for her?
What the hell can I do to properly trigger this quest? The NPCs won't talk about any rumors. Willhelmina is gone and doing anything else doesn't work. Is anyone here having the same issue? I have uneqipped everything including rings and all pawns are dismissed.
My first playthrough I got it before I did any of her quest. So she was basically where she always was. She wouldn't give me her own quest until Phantom Oxcart was done.
Also I'm pretty sure the phantom oxcart doesn't appear in the overworld until the quest actually starts. It doesn't move around either.
Is NG+ like in Dark Souls /Elden Ring where difficulty gets harder? Also do I have to find all 220 Seeker's Tokens again if I initiate NG+? I'm a completionist and also some of these items you get as a reward can come in handy to have a second time. I don't know if forgeries of these items work the same way or if they are like the "ferristones" for example.
Go back to town rest until nightfall. Sprint back to the area, giving it a wide berth. Stand behind it far enough that the drivers text looks blurry and out of focus when he starts talking.
Just play on your phone or something while it sits there motionless. When you hear him start talking, set down your phone, and start slowly following him. Get too close at this point and you F'ed up and the fail the mission.
If you fail, quickly exit to the main menu without saving, then continue to try again.
Go back to Vernworth immediately after finishing the first Battahl quest (Lambent Flame or whatever) on your NG+ run and you should get the scene at the western oxcart station at night.
