Pawn Hiring & Levels
This one has bugged me a LOT.
I hired a couple extra pawns for my party (shoutout to the creators of Darahan, Linda, and Floppa). Darahan (my favorite hire) I found at lvl 39 and I kept her in my party until I finished the game (lvl 60ish).

Is there any way for me to like, dismiss a pawn I like, and then rehire them later at a higher level? Is there any way for my main pawn to be hireable at different levels? Or are pawns randomly put into the selection pool at a random level and just perpetually stay that level forever?

You can favorite pawns, search by favorites, and even search by level.

click on the pawn and add them to your favorites. once at a giant summon stone (usually in the main cities) you can rehire those pawns again from your favorites tab.

also if you add the creator of the pawn to your friends list you can then hire the pawn for free no matter the level.

you can add them to favorites, and to be doubly sure you can also write down their pawn code in the statue screens.
There is also a list in the Rift for previous used pawns.
Unfortunately as your pawn levels up the pool of players changes a lot and low level players can't afford higher ones...unless they add you to friends list. There is a function to add people to friends in game if they accept then its free.
As far as random selection, kind of. Pawns are populated at random at rifts unless its a special rift stone that has certain requirements for pawns to appear. Like the Kindhearted riftstone will only show kindhearted...another shows most tattoo'd pawns.
So if you want their pawn to forever be available then be their steam friend and favorite them.

Just talk to them and dismiss. Then when in the Rift view previously hired pawns. The level your pawn appears at in the Rift is the level your pawn was when you last rested at an inn or your home.

Hired pawns only get higher if the owner from them still active play the game and level them up. You will sadly encounter a lot of pawns which just stuck on a certain level because the player is inactive.

Ahhhhh! I didn't realize pawn level was tied to Inn Rests. Does resting at your own house count as well?

I'm definitely gonna write down pawn codes before I make a new game, I really liked the ones I favorited! I want some of them around on my second playthrough!
