Performance Topic
I spoke with a few streamers (StreamerHouse) and tells me that the problem is a me problem since I am running the game on a pos 4070 RTX gaming laptop.
Edit: 4060 RTX*
That was rude of him to say that, but I have the required specs which plays pretty much everything on highest to ultra, except this game.
This can't be just me...

If I'm not alone with this performance lower fps/ sluttering issues, please let me know if there's a fix.

It's a known issue with the game which is poorly optimized/coded. It's noticably worse in the main city, especially if you are moving around a lot within the city and will eventually lead to stuttering and major frame pacing issues (even if the fps shows 60+).

It has nothing to do with your GPU. Just ignore him and move on.

Too many people are just posting 4090 as only piece of hardware and nothing else. If you are stuttering then it is CPU related with this title for the time being.

Wait a little for a performance patch that improves the CPU usage with this game if you are are stuttering too much at the moment or seek out a solution on the internet if you can't troubleshoot the system issue.

The cause here is very unlikely the 4070 so don't forget to post the entire system if you want help.

Otherwise it is just another i have a XXXX GPU why is it not working? And those tends to be more or less ignored by people that can help you out because it is a good indicator that the poster is clueless with hardware and gaming.

First of all a laptop will always be inferior to a Desktop in terms of performance because it can't draw the same power and the cooling is limited and will throttle the performance especially on CPU.

Second this game is CPU limited because of the amount of NPCs that interact with you and are doing tasks around you. You need a CPU like 7800X3D to handle this amount of work.

They can't improve the performance much because the game was designed this way. You can blame the engine or the design of the game if you want. Best think you can do is limit it to 30 fps and play it like that. It's a 3rd person view game after all. I play games on console all the time at 30 fps as long they are 3rd person view.

For reference I play this game on 3070 Ti and 7800X3D at 1440p, DLSS quality, max settings and ray tracing OFF. With this I have 80-90 fps in open world and 60-70 fps in large cities with some drops to 50 fps sometimes.

Update: I've turned my throttlestop off.
The laptop is at its default CPU settings with turbo boost enabled and it works fine now with high fps, but produces high heat numbers as most gaming laptops do out of box.
Throttlestop with turbo boost forced off allows a CPU to run at half, or under clocking it to keep the temps down under 70c.
Running it as default with 60+ fps and no stuttering the temps climb from 78c to 99c and drop rinse, repeat, but this is normal for gaming laptops.
GPU runs perfect, but this game must be very CPU heavy.

Very good. If you need to lower the temps further then maybe lock fps to 40 or 50 in the nvidia control panel in the Dragons dogma profile. I don't think you should lower the CPU speed further if the temps are like that for now.

this game is heavy on cpu, laptops are very power limited.

I can run cyberpunk on high with ray tracing with no issues.
This game just uses a lot of CPU than most games, or it's designed to.
