Restore the flame of life to Allard's body? (spoilers)

So for those who forgot he is the guy that you kill in whilemina's questline, but I decided to pay the fortune teller a visit and got the message "Restore the flame of life to Allard's body", could never find his body the first time around so I waited until new game + to see what happens, however still can't locate the body, can't bring him back to life as when you kill him, can't re-enter the room once you have left it, and his body does not seem to appear in the morgue.

Anyone know if it is possible to bring Allard back or is this a message left behind for content that did not end up materialising in the final game?

I got the same message from the fortune teller. Tried a few methods, but none allows me to use my wakestone to revive Allard. Note that the body will be in the room until you romance Wilhelmina. Right after assassination before jumping of the balcony, after jumping out I flew back via the balcony as a sorcerer, and after escape with Capt Brant I again flew back into the room and lastly the next morning before the cutscenes with Wilhelmina. All attempts do not show up the revive option when standing next to the body. After the cutscenes with Wilhelmina, the body will be gone from the room but does not show up in the morgue. She also said people from the court will ignore the case as an accident. My guess is cutscenes will solidify his death from the rest of the playthrough.

Somehow in the planning of the game, you should be able to let Wilhelmina to revenge by killing, but at the same time fulfill Capt Brant request by having Allard alive (revived). I think the quest is somewhat glitch from the "best" outcome.
