Can't do the Caged magistrate

How is this even possible to accomplish early on? I walk in using the key and immediately all the guards are trying to kill me! I can't take two steps into the objective area before all of them come down on me no matter where they are

go to the general store and buy the mercers gear

Or, approach from the castle side. A guard will tell you he's expecting you, and then they'll allow you there until you finish the quest.

just kill the guards. there's no consequences for doing that.

I just went in the back door (from the slums), snuck around the two patrolling guards by the cells (stayed on the opposite sides of pillars from them), and entered his cell. Did the same when I left. No one ever said anything or attacked.

There's a well with a ladder in it right fricking there before you go into the tower. Go down into it and loot everything, get the guard armor, and put it on. Walk in and do what you need to do with no hassles. Don't sell it, you'll need it again.

There's another set in the castle. Pretty hard to miss if you do some of the other quests that take you there, since they lead you right over to the room where the chest for it is.
