My theory: You don't see nipples on female characters because that would get the game banned on Youtube & Twitch. And they heavily used those platforms for marketing.
And yes, male nipples are still in because they are allowed on those platforms. Convince me otherwise.

That is 100% the case.

It's the reason why you see so many mismatched design choices.

There are good looking NPCs out there, the important ones anyway, yet the random ones are picked from the garbage can, the roamers look more like deformed bandits than normal people, I've even killed some of them by accident thinking they couldn't be real people.

It's also why you keep seeing good looking designs, and spicy monsters, like the sphinx, with the nonsensical censorship of nipples even though her bare giant chest is just there.

Cleary the devs made one game, based on what people, worldwide, want to see, and then came in the censors telling them to butcher as much as they could from the original designs.
