No need to add nipples or other unnecesary features, the shape of breasts etc it's necessary obviously but other details are not.

Many other games do the same, full 3d mesh but no other details, some 3d models use the initial mesh to create the clothes, some others remove breasts etc. Creating a 3d character from scratch implies most of the time making a "doll" like that, a nude one, from there different clothes, armor etc

It has nothing to do with DEI ESG lol

go find the texture files, if texture had "private parts" then developers most certainly made a fully nude "anatomically correct" 3d character, and yes that also happens, they create full nude toons but then obscure the "parts" or delete the geometry in the region.
