That is not Multi-player. It's ai pawns made by players. There are zero mp elements. DD had the same system.
You can google for their discord. (I avoid posting links, since the moderators here dislike them for some reason)
From what I've seen, there's no working quests, but you can explore the world, and interact with other players while fighting monsters in the world.
You'll most definitely need help setting it up, so chat with folks on the discord, then maybe coordinate there for groups to explore the game's (limited) features.
And yeah - that was a pretty dedicated team, who apparently based the logic on an older one for JC2, which was a much more open system.
Could happen - but given how, well, relatively unpopular this series is now... I don't think it's at all likely a team would just pop up for it, given that DDO servers exist.
Just like Just Cause 4 didn't get a multiplayer mod - because the game suuuucked.
Hard to get a team to care that much for a game that disappointed so many people.
And DD2 really is the Just Cause 4 of the series. Cut back features, bad controls, punishing 'features' that make no sense but are somehow a pride point for the developers, etc.
I think both will kill their respective series.
Hard to want to make a multiplayer mod for that.
Though there may be something poetic about dancing on the broken remains of a fairly doomed fiction, seems there's better games to do that with.
