Dulled Steel, Cold Forge Sara Refuse?

I appreciate how vague quests are in this game for the most part, but sometimes they lead you deep into a direction and just leave you there with no possible conclusions about how to get out... I got 20 (max) glimmercoal and delivered it. The Brokkr still won't do it but Sara offered... My dialogue simply forces me to "refuse" with no other clue. See image below. WTF?

Solution:
This is in fact just because the sword was in my storage not my inventory. These are the sort of issues that we should never have to deal with as it's utterly unintuitive to reality. The response should "refuse" or "I'll go get it", and "refuse" should only exist if there is a reason you would.

i didn't encounter this issue, but my game told me to collect 15 and when i got the 15 glimmercoal it sent me back to the girl, only she wants 25, this game is starting to really bug the crap out of me

If I recall correctly you can complete it with less than the maximum. It just gives a different outcome, but ya in general there are a huge number of vague and odd quests that utterly decimate anyone who gets satisfaction from optimal completion. The questing was probably the worst part of the game. Especially the quest that just suddenly and forcefully ends your playthrough without warning xD

Where you holding the sword? you cannot give it to her if it is in storage.

Speaking of this quest, there is another dwarven named Gautstafr. Can he repair the broken regalia sword too? i read on an article, he can also give "magick archer" vocation too..
