HELP! : Ashe / A Candle in the Storm

I need help finding this guy for "Leak information to the Coral Snakes"
He is normally in the Bakbattahl Gaol but i accidentally freed him with a key and I can not find him.
I cant do the main quest either because the npc for it is hiding during the events of A Candle in the Storm.

anyone know how to find him?

I have this same issue but with Herman! I think we just need a guide on how to find "always on the move" npcs. I tried to unlock the gaol door to get in the cell and rough him up for info, but it froze me in place as it played a cookie-cutter fadeout of his escape. Like, seriously!? I can't even follow him if I want? They literally have a tackle mechanic that you use maybe 3 times. They really couldn't just have him run off in real time? So stupid. honestly some of the worst quest mechanics I've ever experienced. Too bad the gameplay keeps me entertained.

Was in the same situation, I found ashe hanging out in the the wanderer's haven tavern in bakbattahl.
