you see, your reaction as a game is that you must be missing something if you got the bad outcome....but you didn't
you don't get anything for a good outcome either, because that is Itsuno's message in these games
"Nothing you do actually matters, the cycle will repeat no matter what"
and when you finally realize that's what he is trying to hammer home, you can see all these pointless filler side quests and encounters for what they are

You definitely encountered Ulrika; she healed you after the Dragon fight at the beginning of the game. This is a required cutscene that everyone encounters. Basically, if you do her questline (after Brant tells you to go to Melve to check on them), she goes to Harve village to live.
If she's there, the outcome is different, because she deposes the current chief. So, yes, the things you do /did/ matter, it's just that it's not all directly in front of you and easy to spot.
Um Ulrika is the girl you saved from the dragon and lost your heart over. Also the one who shot your griffin. Trust me. You've met.
I forgot she was even in the game by the time I got to Battahl. It's not the best storytelling, since a character that has that much camera focus is implied to be more important. Nope.
Par for the course in a Dragon's Dogma I'm afraid. Quina was much the same way in the first game. she was important enough to focus on in the opening cutscene before the dragon pulls your heart out, and one of the first people you meet after waking up. After that, you could never see her again the rest of the game unless you go out of your way to do so. Her quest line has a very short availability, requiring you to to reverse course from where the main story is sending you to engage with it.
i did this same thing and that cat dude got banished. But, i ended up finding Ulrika later on in Melve - Ulrika ended up getting driven out of Melve, making her way over to Harve.
When i talked to her there, she informs me that she talked with that ♥♥♥♥♥♥♥ mayor dude and convinced him to allow the cat dude and other cat folk were able to return.
Not certain of what impact or missed opportunities resulted from how the events occurred.
