Not only can you use them in combat, you can use them while you're dying and save yourself at the last second. Or just have a Mage in the party and they'll keep you pretty well topped off.

Yes if you got potions or healing items. You can use the quick slot better just go directly to your inventory then heal, regain your stamina or heal from debuff in item inventory.

There is no limitation healing yourself in the game unless you are out of potions and healing but you still need to use camps, house and inn to sleep to regain your full HP.

The more damage you received in combat your max HP will not regain in full health even potions. You need to use camps, house and inn to sleep.

Flora possibly can give you a specialist scroll that teaches your pawn how to use potions on them self and you.
Basically making a non healer able to heal and debuff anyone in party.
Trouble is Flora is a temporary NPC attached to specific quest and you gotta talk to her second time right after talking to her daddy, or you miss the earliest speciality you can get.
I think the item can be masterwork counterfeited which means it's possible to make a back up copy and even give it as a pawn use reward to another player.

you can even use healing items when you basically dead

meaning
if you get hit and it reduces your health to zero (0) you can still press the button and it will heal you - like 1 2 second window
