Quest bugged: Claw Them Into Shape

I already gave 3 swords for Beren and found the motivated soldier Humphrey, but still Beren says the soldiers lack motivation and ask me to find a motivated soldier...

Seems like the game made a loop of the objectives and I can't complete nor proceed the quest. I'm very annoyed, since this quest is the one that reward you with the Arc of Might legendary skill for the Warrior class.

Does anyone have any ideia of how to fix it?

Uh oh, I think I have the same issue (but haven't been back to Beren yet). It shows I found the weapons and the recruit but now to do it again lol.

I guess it doesn't "remember" that you did it if you quit the game and come back?

Whatever the case, that's an oopsie.

Giving the swords to Beren should immediately trigger a cutscene where Beren requests to duel you.
You may need to meet Beren at his training location, located northwest of the camp, so try that.

If that doesn't fix it the only thing I can suggest is resetting at an inn save assuming you didn't save afterwards.

Did you change your vocation from fighter?
I changed from fighter to another class during his quests and he was missing in the quest to deliver the swords. As soon as I changed back to the fighter vocation, he reapearred and the quest could continue.

I also forgot to mention a very important detail. I got dragonplague, so basically everyone in the capital is dead, I already revived some of them, but I thought that by having Beren and the recruit alive was enough to do this quest. I will try to find him at the camp, but if it doesn't work, I'll have to get the eternal wakestone with the sphinx.

I did have to rest at a nearby camp until Nightfall to get Beren to spawn at his campsite at Moonglow garden.

It's broken for me and it appears to be related to a dead NPC "Eli" from the Borderwatch outpost according to the Oracle. They were a casualty from a Dragonsplague incident for me. Sadly they are no longer in the Vernworth Charnel House (morgue) so I have no way to progress this. I assume since there are new NPCs in the outpost, one should have taken over Eli's spot but that isn't the case. Maybe if I keep the quest open for a bit it'll sort itself out after more dead in the morgue are buried? It looks like Eli is responsible for voicing a part of the quest after this step.
