Note, the masquerade is held every other night, not every night. These guards have terrible vision, so it's actually really easy to sneak by them. I usually go in the main gate, run right, go to the side of the building with the masquerade to see if they are chatting through the wall, and if so, go up to the front of that building, and for the first quest for meeting the fake arisen, you should even get a cutscene of the guard letting you in.
If you do that, you shouldn't be attacked. Make sure you aren't going into the main palace or anything, and if they do aggro, just run out - no need to let yourself get arrested.
I'm gonna try waiting a few in game days and see if it fixes.
