I went from a 1070 to a 3060ti and got a good deal on it and it frequently punches above it's weight and gives me excellent 1080p gaming performance.
If you want to spend a bit more the 3070 is also a good contender.
The game is also in a horrific state of optimization.
I would not expect any miracles until Capcom puts in work.
When your card is 10 years old it will eventually get left in the dust.
If I was you, I would ignore this game until it gets patched up.
Try and get a refund if you can.
I've been in tough financial situations before so I know it's not as easy as: "Oh-...DOI! This guy on the internet said I should get a new Grpahics Card! WHY DIDIN'T I THINK OF THAT!?"
But you should honestly consider saving up for a new one, the 10 series is starting to be completely phased out of consideration as you can see, consider getting at least a 30 series to keep up with new game's demands.
You can watch that GPU melt into a pile of ash while it tries to run this game.
