The only time you ever have to go online is to verify your game's legitimacy with Denuvo the first time you download the game.
The servers for DD1's pawn servers are still up, so I suspect they'll be around for a while.
Regarding the offline pawn pool, are they fixed, or does it generate them randomly or something, perhaps each time you enter the rift?
If this is handled the same way as the first game, my understanding is that Capcom made a few dozen pawns for each class at each level, which are then randomly pulled from the server. You can still search these premade pawns in the same way you can search player-made pawns when in the rift.
