Yep finished that one, town is somewhat rebuilt.
Will try that, but why the f did they not think of us doing exactly what we did!?
Gotta say, it never occurred to me to kill the guy. Not because I thought "hey, quest NPC, need him" but just. . . it doesn't generally occur to me to kill named/meaningful NPCs (at least until quests/plot say to). I probably would also think "gee, if I do that, I'll be a criminal/Disa will put out hits on me/etc", at least if "kill him" had popped into my head at all.
(I also don't kill the "famously annoying" NPCs in TES games, either, so I guess it's just me.
/shrug. Only ones I generally kill are the Assassin's Guild recruiter who visits you in your sleep in Oblivion; and the ghoul dude trying to get into Tenpenny Tower in Fallout 3. Because I helped him the first time, and I know what that leads to. I'm fine with breaking that questline :P )
