Was there suppose to be a stealth system ?

I so far did all of the early quests involving the palace stuff, in each one of em' you get warned not to be spotted by a guard but you can freely walk up to them during said quest moments in restricted area and nothing happens at all. Feels like some stealth mechanic was planned and cut making these missions mostly just some jogging you do around while listening to story bits.

I mean better to have no stealth than broke stealth segments but it seems like this was removed with a meat clever cause characters still warn you to not be spotted

I missed the thing of you getting a guard armor, so I went down to the prison to talk to the old guy, thinking I had to sneak in a game without a sneak mechanic. First guard who spotted me didn't care. Went further to the patrolling guards, they didn't seem to mind me. Opened the cell with the dude and he didn't want to talk to me. Opened some more cells and all of the sudden the guards aggroed and I was bumrushed by guards from all over the place.

I get put in a cell, use the prison key I have on the cell door, walk out, non of the guards care, talk to the old guy. Come back later and bring him out of there, with gaurds saying something suspicious but doesn't care about us.

Really, really weird :)
