Broken towering earth book from Waldhar

Assuming I got it from my first play through and ended up selling it while clearing bags / my bank. I finally found out I needed it so I decided to just finish the game and start an NG+ run. I've tried NUMEROUS times to get it from him in the jail cell during the quests and he just won't give it to me. Even got him down to the place in the slums where he takes over the library, did his stupid spectacles quest, AND STILL DOESNT GIVE ME THE BOOK.

Why make a game that is so insanely punishing that your entire game is screwed and you can't even get the ultimate abilities for a sorceror ON AN ENTIRELY NEW GAME PLAY THROUGH. The damn dragonsplague completely screwed most of my play through as it was. Couldnt do so many quests because of bugged dead npcs.

SOLUTION: GO GET ONE OF THE 2 QUESTS IN ORDER TO RECEIVE THE BOOK FROM HIM.
Good god, none of the guides mentioned you had to be on the quest in order to get it.
