I find it funny as well. How apparently all the NPCs aggro them now but it has to be a bug, there was no way that they did something wrong. lol
It depends what you are wearing. If you are dressed in a guards armour they will ignore you.
one of the main story quests gets you a guards uniform you can wear into the gaol tower.
You can use that uniform to sneak into the masquerade hall and find a noble outfit to wear to formal occasions.
I haven't gotten that far. Been doing side quests. So no. I had no idea I wasn't allowed in there. What's weird is they just let me walk right into there when there's a guard at the door. Doesn't say anything. Then I can talk to guards in there before they decide to attack me. As a game developer that's just bad game design. You can't predict everything a player will do but you can predict that people will do things out of order if you don't put them on guide rails.
Well, this is isn't by any means the only questionable design choice but it really does feel like it's bugged or completely overlooked. Seems like a guard should tell you that you aren't allowed in there.
Someone mentioned there's guard in the Brothel but he says the services are for members only. Not that you're not allowed in there. I figured there'd be a place to buy membership but instead I got assaulted. Then again, the game is made by Japanese people so maybe the line got mistranslated.
I found that section really easy but maybe I was lucky. I was too scared of ending in jail so I took the sneaky strategy really serious.

Looked at it again, the wording isn't as clear as you seem to think it is. If it's restricted why'd they let me walk in? I've worked in restricted areas before. There's locked doors, guard, security cameras, scanners, no electronic devices allowed except company issued and they can't leave premises. - I mean, the electronic stuff aside this has zero warning it's restricted. Something about a third floor not being available to new members. I was looking to become a member.
Same for the goal, it should really have a gate and guard checking who enters but instead it's an open archway anyone from the street can walk into and apparently no one checks identity or clearance to what should be a locked down facility where prisoners are kept. I've never in my life seen a jail that has an open door policy like that.
Okay and? There are plenty of games that do this. This isn't the first game to have people attack you for invading their space. Jesus christ I'm losing brain cells.
