Spoilers - The Stolen Throne quest

Can someone tell me how this quest was supposed to go? I went to the masquerade party in the courtly clothes and mask. Other people in masks were standing around and I got the achievement for attending. I couldn't find the false sovran though and just wandered around looking for people to talk to. I accidentally found some back entrance that led to the brothel and a prostitute helped me escape from some guards that were apparently looking for me.

I assume I missed some step at the masquerade because otherwise nothing that happened really made sense.

How were you supposed to know to search for the clothing throughout the town other than just searching for the clothing throughout the town? Did I miss a dialogue or hint that said search for the clothing all throughout town?

You're expected to either grind the money to buy the set at the general store (not the armor shop), or to do Sven's quest, or to grab a set when you're in the palace for the other quests at this point in the story. I had four or five by the time I was done with it.
