In other towns, you go to the vocation guild to change it instead of the inn. You can also change your pawns vocation there too by going to the next tab.
As far as I know, that guy is the only one I've ran into that runs an inn and can change your vocation. I'm sure there's other towns that have that, but. I've found a vocation guild at every town I've been to, so far.
That's also where you use RC to buy new vocation skills.
Incorrect. You earn both EXP (experience), which raises your overall level, and DCP (discipline) which raises your specific vocation rank (up to 10). The vocation you are effects the stat gains you get when you level up. You spend earned DCP to unlock new abilities and vocations.
Rift Crystals you get from activating Rift Stones and other Pawn related activity, like your main Pawn adventuring with other Arisen.
