Outcry is justified.
No one cared in 2012 when the first game ran at 15 fps.
I see this as a 300% increase in improvement on average.
A game shouldn't be released like this, no matter the platform, (within recommended) specs, and whatever area said performance drop is. If the fps drop is due to the NPCs, then the rest of the game will run even better if they fixed it.
Four hours in and I just got to the city; there's quests/things to do, and I'd rather be amazed by the environment than force myself to rush the area.
Also, don't bother bringing up the original on console. It turns out a lot changes in a decade and two years with the addition of PC tech.
~50/60 fps outside of city without DLSS/FSR3 (I hate blurry games), with graphics close to lowest (Progressive Render 8/10, FXAA+TAA, Mesh Mid, Texture Medium 0.5, Shadow Mid, cache & cascade ON).
Looks fine for now like that, I'm able to enjoy the game and if needed will do a 2nd save when they release an optimisation patch.
AAA release with major performance issue is a thing since long ago, TW3, CP77, Skyrim, Watch Dogs were all released unoptimized.
.. 60 FPS means nothing without context.
720p/low/off @60 FPS is not enjoyable for everyone.
Agreed, the game should not have been released in this state, and they needed/should have had a wider swath of hardware to test and optimize on. The game needs to be optimized further to improve all aspects. And they also need to widen the range of hardware the game works well with as for whatever reason certain hardware combinations are causing major problems for a wide range of people even on top tier systems. (my system is mid, but at least I don't have the problems others do).
In my case, it is running "fine." With medium-to-high settings. Certainly not maxed out settings, and DLSS is on "balanced" for me.

Oh right, computer audio is run through a Soundcraft Signature 22 MTK hybrid mixer. I have the in-game audio settings set to headphones and dynamic range at small. I've not adjusted the individual sliders yet, as I haven't really felt the need to. The game seems well balanced audio-wise in terms of soundscape and gain levels for various audio events.
At least on my audio system:

I play with a 8go, nvidia gtx 950m, i5 6200, so i have to use geforce and i barely see the difference in the city exept in the morning where i drop a bit.
So yeah it's not that bad, the 60+ fps crowd are just a bunch of karen.
1440p Native, no FSR
All setting maxed including Raytracing only shadows set to medium.
90FPS outside (capped FPS at 90 myself)
50-60FPS in Towns, mostly around 54FPS.
Bit ♥♥♥♥ in towns but very much playable for me still.
37-45 FPS in main city with 4090
