Halls of the First Dawn quest, Bugged?

[/spoiler] I evacuated the two cities and dealt with the cursed dragon things, now the quest tells me two meet with the leaders and guide them to the seafloor shrine but has no location. the cities are mostly empty including both palaces and the people seem to already be in the shrine. is it just bugged? does anyone know where the leaders are supposed to be or how to progress from there?

If you look on the map, you'll see some red markers. You have to go there and uses the godsbane blade at the anomalies and defeat the monster/dragon that appears.

EDIT: When you get close enough to the beam of red light at each place, the game will prompt you to press (insert button here) to use the godsbane.

For anyone else who struggles with this, it is time sensitive. Resting/letting days pass will trigger cutscenes until the final day arrives. It is NOT required to use the godsbane blade on the red light in the major cities, those are optional content.

Now was it only the two big cities and the mining outpost to save or do I have some villages left out

You have to safe: Excavation Site, Volcanic Island Camp (plus the blacksmith and the women you get magic archer from, they are part of the volcanic island camp), Bakbattahl, Vernworth, Sacred Arbor, Harve Village (the almost naked dude at the teleport). I did all this and the quest is complete.

If anyone just wants to skip the bonus loot and extra quests in the Unmoored World and get to new game +. I got frustrated with bugged out save X town, couldn't get the desert town to trigger and only did 2 of them (Safe Arbor and and 1 dragon summon/boss there and Vernworth). So I went back to that sunken castle and rested in the bed there for 5 or 6 times and the ending came about with the credit rolls and all. Now I'm started over in the New Game +. I think you can skip the Halls of the New Dawn quest line really if you went in unprepared for the endgame challenge if you just want to skip to New Game +
