edit: what worked for me now was that i slowly appraoched the cart without trying to talk with the coachman like in the first try. the cart will start to move (he is not fleeing) and I followed in a safe distance. soon after the point where the goblin attack was, i got a cutscene and the quest moved on.
EDIT: FOUND A FIX FOR ANYONE HAVING THE SAME PROBLEM
-One of the characters died, "Navil" soldier who should be speaking with Mansenn. I was annoyed and checked out the morgue, turned out he was there. This happened to most people complaining on reddit. It's such an annoying game design that makes quests unresponsive.
It's not time sensitive, it's progress sensitive like The Caged Magistrate. If a quest is time sensitive then it will have an hourglass on the quest page where the pawns hand print would be. However there is no indicator for progress quests, complete a specific main story quest and it will be discontinued. For example; talking to Captain Brant and selecting "About the coronation..." after witnessing the event during the MSQ Feast Of Deception causes The Caged Magistrate to be discontinued.
