City is dropping fps and chonking like crazy but my specs aren't even utilized?

Had a fine time in the open world so far. Solid 60 fps in open world on medium settings.
Playing on an RTX 3070 Ti and 12th Gen Intel(R) Core(TM) i5-12600K, 32 Gb Ram.
I Updated all drivers before playing.

I just arrived in Vermont. Were my fps dropped to 30 and the game just stutters like crazy. Were it is litteraly unplayable. But task manager tells me both CPU and GPU is only 60 % used?
I am aware the optimization in cities is terrible, but for the game to not even attempt to fully utilise existing hardware resources?

This is the only game I've ever played where all the graphical settings defaulted to minimum and I had to turn them up. Maybe I just haven't turned enough up yet.... but I'm not sure what the limits of my PC are.

Well I would say it takes a lot to bother me. But the city for me is more a slideshow than anything else. So its not much of choice then.

Yep. 5800X3D + RX7900XTX, still not maxing utilization but 1% lows drops too much.

Well its still not great but it gave me eneough frames to actually get through the city. Hope they will release an actual patch soon though
