The DLC does not "unlock" fast travel points nor allows you to travel to them before discovering.
...the fast travel system exists in the game, completely free (real world money free, not in game money). It can be used, to its maximum potential, with no real world money spent beyond buying the game.
You have to go to a portal statue/stone in the city(I forget the actual name of the Stone.) There is a tutorial about it when you get there the first time, and see the big glowing rock in town.
I know, the fps is down again in the single digits and you need to wait so you are spending time on the forums
As to why I don't play right now - I am not obliged to report my life to you and how I spend my weekends.
