Any mod that increase FPS for AMD graphic cards?

No until they optimise it or remove enigma it's going to have poor framerate

The poor performance is CPU bound, not GPU bound.
What helped me a lot to get stable fps (it was running very poor first time i opened):

Copied the Graphic settings of this dude
https://www.youtube.com/watch?v=b9Yime6hNjQ&t=100s&ab_channel=ItalianSpartacus and adjusted to my own needs

Went into Radeon Software, put on Radeon super resolution (100%)
also activated Enchanced Sync and AMD Freesync

Restarted game and it was smooth 60fps everywhere (except really big city - like 55 fps)

what super resolution means exactly? it upscale the resolution ingame? so I have to downgrade the resolution ingame?

It means Adrenalin will force a resolution that's higher than your monitor, not sure how this increases performance but he probably has it mixed up with upscaling from lower res.

I use HYPR-RX in the Adrenalin software and have the Fluid Motion Frames switched on with my 7900xtx I am getting average of 238.5fps according to Adrenaline. Steam says I am getting around 120fps. Most of my in-game settings are at the highest, RT turned off. Haven't played a lot yet though so it probably will not stay at that level.
