games runs badly regardless of settings.
cpu is at most staying around 30% usage and at highest will go to 40% but has never passed 42% usage even in towns while the 3070 I have seems to be constantly staying around 80% or higher usage games on an ssd changing the resolutions and graphics settings don't seem to do anything to help improve fps really. anyone know what the issue would be? I have plenty of ram and its only ever at 23% usage so no issue again does this seem like a pc issue or just need to wait for games updates?

The game have serious CPU usage issues, check Digital Foundry review on Yoututbe and you´ll understand.
The best you can do now is write a negative review and wait for a game update, if it ever comes...

Try this. It's supposed to work for non-40 series cards too, just not as well.

Running uncapped frames aren't you?

And what's your CPU?
2 hours in and ive had no issues. Hopefully it stays that way until I get to the city where everyone is losing their minds at

Apparently the game is running into weird CPU related bottlenecks that are not entirely down to how strong your CPU is, and are more about how the game itself handles sending information to the CPU - which is why you see a lot of different rigs capping out at a near exact 40fps in towns despite low CPU usage. People with a beastly CPU can probably just push past some threshold completely and escape all of these problems at once, tho.

This is the main problem that made me refund the game. Even on the most potato settings it was 25 fps.

done both still has issues r9 5950x

"You still need to have a RTX 40 series GPU in order to use DLSS3!"

Also doesn't improve performance.

it is, thou trivial it might be, I get somewhat of an improvement using FSR3 instead of DLSS, try it

Strangely, it worked for me and my 3080. Now i can play the game and i'm not stuck under 20 fps anymore.
